Liberty City Pack
A free fix-and-playground update for Grand Theft Auto IV: The Complete Edition (PC): fewer crashes, a city that streams in properly, and smarter traffic, police, crews and HUD.
Download
Coming soon. The pack comes later, as one big release. Its download appears here when it is ready; the two cars are available now.
Liberty City Pack is a set of plugins for GTA IV: The Complete Edition. It fixes a handful of crashes and the "world not loading" problem, then turns Liberty City into more of a playground: a chauffeur who drives you to your waypoint, traffic that can clear its own jams (off by default for now), police who arrest gang members, crews who actually get in your car, and a cleaner HUD that tells you who you're aiming at. It runs on top of FusionFix, ScriptHook, the Liberty's Legacy trainer and the Liberty Loadout weapon wheel, and all its menus live inside the trainer.
Status: in development. The first Windows test build, 0.1 beta 1, isn't out yet. Everything below runs in our own game today; it hasn't been tested on Windows yet, which is what the beta is for.
Fixes
- The city loads properly. GTA IV keeps the map in a fixed-size memory area that breaks into small pieces after a long trip or a cutscene, and then buildings, roads and the radar stop appearing. The pack gives it more room and streams more at once, so the world keeps up.
- Crash guards for three crashes we hit again and again: a vehicle hit on a part its model doesn't have, the trainer's bodyguard menu reaching for a bodyguard who has already gone, and a bodyguard spawned with the player's own model.
- The trainer's seat belt stays on instead of quietly switching itself off.
- Readable trainer menus: the selected line is always marked in the menu's own colour.
Playground
- Chauffeur: a driver takes you to your map waypoint, or just cruises. Calm, Normal or Fast, and one button takes the wheel back.
- Smart traffic: stuck drivers go around, panic onto the pavement or abandon their car, so a street fight no longer leaves a block in gridlock.
- Gang life: rival gangs fight over the streets in free roam, with optional all-out war.
- Police and arrests (optional): officers answer gang gunfire, order suspects down, cuff them and book them. You can help by disarming or cuffing.
- Crew: bodyguards with loadouts, who board your car with you. Clown car mode squeezes the whole crew into any car.
- Quick settings in the trainer: seat belt, can't-die mode (you still take hits, you just don't die), crew and more, one press away.
- HUD: a compact card with radar, clock, speed, and health and armour bars; the game's own aiming reticle turns red for enemies, orange for gangs, blue for police, green for your crew and white for civilians.
- Map: live threat blips in free roam, the 200 hidden pigeons on the radar, and markers on the bridges to islands you haven't unlocked yet.
- Weapon controls: tap the wheel button to holster, hold it for the Liberty Loadout wheel.
- The episodes in Niko's city: the guns of The Lost and Damned and The Ballad of Gay Tony with their own sounds and explosions, and the parachute. Built on first start from the episodes in your own Complete Edition, so no game files are shipped.
- Modes and presets: Career, Quiet Drive (an empty city to just drive) and Kids Drive (no pedestrians, no weapons), plus traffic and handling presets, all switched from the trainer's menu.
- Garage: save your favourite cars and call them up, including our own two add-on cars.
- Two add-on cars included: Tandem T6, a one-metre-wide tandem electric two-seater, and Roadster X, a hypercar with thrusters, an active wing and flight. Both are optional.
Requirements
- Grand Theft Auto IV: The Complete Edition for PC, version 1.2.0.59, on Windows 10 or 11 (Steam or Rockstar Games Launcher). Which GTA IV do I have?
- FusionFix 5.1.2, ScriptHook 0.5.1 with the Complete Edition hook fix, Liberty's Legacy 2.4.1 and Liberty Loadout 0.18.0. None of them are included: where to get each one.
- Optional, for the full look: a short list of world and texture mods we test the pack with (recommended mods).

Known issues
- Windows is untested. Everything was developed and tested in the Windows version of the game running on a Mac with CrossOver. Windows should behave the same, and the beta is how we find out.
- Rockstar Games Launcher copies are untested. The pack checks the exact game build when it starts; if the launcher's copy differs from the Steam one, the pack switches itself off and says so in its log.
- Exact trainer and wheel versions. The pack needs Liberty's Legacy 2.4.1 and Liberty Loadout 0.18.0 exactly; with other versions it switches the matching features off.
